Liens interpersonnels et circulation des idées en urbanisme. L’exemple des interventions de l’IAURIF au Caire et à Beyrouth
Résumé
La recherche sur les rapports entre urbanistes français, libanais et égyptiens dans le cadre des interventions menées par l’Institut d’Aménagement et d’Urbanisme de la Région Ile de France (IAURIF) au Caire et à Beyrouth met en exergue le rôle des rapports interpersonnels dans la circulation des idées et des pratiques. Ces affinités dépendent de quatre ressorts principaux : les liens interpersonnels et les rencontres communes ou histoires partagées ; une communauté de contraintes dans la pratique et surtout de position dans la société ;
la conscience d’une histoire commune du métier ; les proximités d’approches politiques et des modes de faire. Les relations entre professionnels sont également instrumentalisées dans des stratégies personnelles, sociales ou politiques.
The spread of ideas and practices in urban development is based on the diffusion of written documents and the institution of major benchmarks or models. It is also related to local political, economic an d social contexts. Research on the links between French, Lebanese and Egyptian urban planners in relation to the IAURIF’s actions in Cairo and Beirut highlights the role of interpersonal relationships in the spread of these ideas and practices. The links (direct and indirect) between individuals facilitate the transmission of these ideas, filtering, guiding or hindering their diffusion. Such affinities are dependant on four main elements: interpersonal links and common meetings or shared histories; a common series of constraints in working practices and, above all, a common position in society ; the awareness of a common history in the profession; a similarity in political approaches and in the ways of doing things. The relations between professionals are also conditioned by personal, social and political strategies. The ideas that these relations assist in diffusing or deforming obey this logic; urban planners take ownership of ideas and practices, spreading or rejecting them according to their personal or political strategy. Thus, they find in these relationships an organisational space with socio-economic and political constraints which weigh on their existence and practices. Through interpersonal relationships they can themselves partially choose the ideas and practices they wish to appropriate, diffuse and reformulate.
